THE DIPLOMATIC COVER-UP: THE #DISINFO2026 LOGO STRIPPING

THE TERM

Gray Propaganda: Information or material whose source is intentionally obscured or falsely attributed to create plausible deniability regarding its origin or backing entity.

THE CASE

During the #Disinfo2026 civil society conference on foreign information manipulation and interference (FIMI) held in Vilnius, Lithuania, official conference banners had the sponsorship logos of the European External Action Service (EEAS), Lithuania, and Canada physically taped over with semi-transparent white paper, leaving France as the sole acknowledged government sponsor. Following diplomatic pressure tied to program framing regarding state accountability, these governments scrambled to distance themselves from the event.

WHY IT MATTERS

When major democratic bodies and state actors covertly pull support or obscure their backing of disinformation research due to political friction, it signals a form of institutional compliance. This may damage credibility and create the impression that independent investigations into information manipulation are no longer officially supported.

WHAT TO WATCH

Watch for sudden withdrawals, scrubbed sponsor lists, or modified digital footprints on high-profile transparency and anti-disinformation initiatives when geopolitical tensions flare.

THE GATES FOUNDATION RUMORS: TARGETED HEALTH DISINFORMATION IN AFRICA

THE TERM

Moral Panic: Widespread, intense public anxiety driven by the belief that a specific group, institution, individual or foreign intervention poses an existential threat to societal values, health, or safety. Bad actors deliberately weaponize moral panic because it is the single most powerful tool for hijacking human psychology and social media algorithms.

THE CASE

Coordinated social media campaigns across platforms like X and TikTok continue to revive debunked conspiracy theories targeting Bill Gates and the Gates Foundation's public health initiatives in Africa. Amplified by high-profile regional influencers and cross-platform syndication networks, recurring narratives frame vaccine rollouts and health programs as covert population control or experimental trials, severely undermining localized immunization and disease eradication efforts.

WHY IT MATTERS

When complex health initiatives are reframed through a lens of existential panic, historical grievances and mistrust are weaponized against public health. This may directly lead to impacting vaccine uptake, community safety for healthcare workers, and institutional credibility on the ground.

WHAT TO WATCH

Look for the rapid cross-platform migration of recycled conspiracy tropes during active public health crises.

THE DEEPFAKE LOOPHOLE? COLORADO’S LANDMARK AI CAMPAIGN CLASH

THE TERM

Deepfake: Synthetic audio, images, or video generated or manipulated using artificial intelligence to make someone appear to say or do something they did not.

THE CASE

Colorado election officials are investigating a campaign finance complaint involving an AI-generated video depicting state Sen. Cathy Kipp as a grocery store cashier who refuses to give a customer change, saying the money should go toward education. Kipp filed the complaint against the AI-generated deepfake video, released by the Independence Institute. The case was reported October 13, 2026.

WHY IT MATTERS

Deepfakes can portray public officials in fabricated situations, potentially misleading viewers about their actions or positions and influencing public opinion.

WHAT TO WATCH

Creators may tuck disclosures into a video's description, use tiny text at the very end of a clip, or bury it under hashtags so they can claim they disclosed the AI use while still misleading casual viewers who scroll past quickly. Watch for disclosures identifying AI-generated political content, and verify controversial videos against credible reporting and original sources before sharing them.
